Plans lodged for Paintworld site for apartments four-storey high

A PLANNING application which contained plans to demolish an existing commercial building for two new units with 10 apartments arranged across four-storeys was found to be invalid after a failure to meet site notice regulations.

The applicants, Alan and Monica Holmes, were seeking planning permission for Paintworld at 1-2 Ballymount Road Lower, just off the Walkinstown Roundabout in Dublin 12.

Proposals outlined the demolition of an existing commercial two-storey building and construction of two commercial units with a plantroom on the ground floor level at the subject site. Plans included the proposed development of 10 residential apartments comprising of one studio, four one-bed and five two-bed apartments over four stories.

Each apartment was to get a private balcony while there was provision for a communal roof garden located on the fourth floor.

Eight bicycle spaces were provided for at the front for the commercial units while 10 bicycle spaces were to be located at the rear of the site for the purposes of serving the residential aspect of the proposed development.

Six car parking spaces were also included in the plans with all associated engineering and site works necessary to facilitate the development.

The planning application was filed with South Dublin County Council on December 9, 2021.

However, during a routine inspection to the site on December 21 as part of the decision process, the local planning authority found that a certain requirement was not complied with.

Under the Planning and Development Regulations 2001, there is an article which states that the site notice “shall be maintained in position on the land” for a period of five weeks from the date of receipt of the application from the authority.

In a document from the council, it reads that “the notice erected on site window is obscured/concealed when the shutters are down”.

Therefore, the council’s planning department deemed the application as invalid and issued that as it’s decision on January 13, 2022.
