ABP uphold decision to refuse permission for Eleanora extension

AN BORD Pleanala have upheld a decision by Dublin City Council to refuse permission for an extension at the Eleanora’s Bar in Crumlin.

The Drimnagh Road bar were seeking planning permission for an extension and renovations at ground floor level, including an improved and extended outdoor seating area.

In making it’s decision, ABP said it is “necessary to avoid developments that would be detrimental to the amenities of the more environmentally sensitive zones”.

“Having regard to the proximity of the proposed drinking/eating area to residential properties, and the intensification of the use of this space which would arise on foot of its enclosure, the Board is not satisfied, on the basis of the evidence submitted with the planning application and the appeal, that this space would not seriously injure the residential amenities of the property in the vicinity by reason of noise impacts,” said the Board.

A number of third party observations submitted to the council, cited concerns for noise pollution, anti-social behaviour and loss of privacy.

A planning report by the Inspector stated the proposed development would result in an “unsatisfactory standard of residential amenity for the existing residents in the house, and would result in overdevelopment of the site by reason of the inadequate provision of quality private open space”.
