An Bord Pleanála upholds decision on a 22-apartment development

AN BORD Pleanála (ABP) has upheld a decision by South Dublin County Council to grant permission for a development containing 22 apartments at the former Esso station on Monastery Road in Clondalkin.

Applicants Chimway Ltd submitted the plans in April 2017, which include the demolition of all existing structures and canopies at the site, and the construction of a 22 two-bed apartment complex.

The proposal was met with numerous objections from local resident groups, including Monastery Height Residents, Floraville Residents Association and Monastery Estate Residents Association.

Fianna Fáil TD John Curran made a submission to the council, supporting resident’s objections to the height and density of the development, along with concerns that the provision of 24 car parking spaces will lead to on-street parking in neighbouring estates.

After SDCC granted the go ahead in March, an appeal was made to ABP by Monastery Height Residents.

A detailed submission by the resident’s association cited concerns about the “excessive density” of a four-storey complex, and impact on local traffic and pedestrians.

In making their decision, the Bord considered the proposed development would not seriously injure the residential or visual amenities of the area or of the property in the vicinity and would be acceptable in terms of pedestrian and traffic safety.

The Bord considered the development would be in accordance with the proper planning and sustainable development of the area.

Included in the planning conditions set out by SDCC, the developer has to pay a fee of €130k in respect of public infrastructure and facilities.

Prior to commencement of any permitted development, the applicant shall lodge a tree and hedgegrow bond to the value of €23,878, and €94k for publicly accessible services.

Another condition contains a lodgement of €108k with an approved insurance body, approved by SDCC, which will be kept until roads, open spaces, car parks, sewers drains and other public services required in connection with the development are completed and maintained to taking in charge of the local authority.
