

Building two houses would have ‘unacceptable impact’
PLANS for the development of two houses to the rear of two existing dwellings in Cooldrinagh, Lucan, have been refused permission as they would have “an unacceptable impact on roads”.
Applicants Jean Notaro, Jim Doyle, and Siobhan and Dominic Mullee’s plans included the construction of two three-storey, three-bed dwellings.
They were to be located to the rear of 1 and 1A The Crescent, Cooldrinagh, Lucan.
The properties were to have third-floor-level roof terraces, with each served by a courtyard to the rear at ground-floor level, balcony to the front at first-floor level and terrace to the front at second-floor level.
The proposal included the removal of an existing southern boundary wall and the creation of a new shared vehicular access via Cooldrinagh Road providing access to shared vehicular parking.
The vehicular parking was to consist of two spaces, while four bicycle-parking spaces also formed part of the plans.
On October 4, South Dublin County Council refused permission for the two houses, citing concerns about the impact it would have on the adjacent road.
“The applicant has failed to demonstrate that there is adequate visibility at the proposed entrance,” stated the council in its decision.
“A continuation of development will lead to increased traffic movement on this roadway which would endanger public safety by reason of a traffic hazard.
“The proximity of the neighbouring retaining walls restricts the ability to provide the minimum sightlines and therefore it is not possible to create a safe vehicular egress from the property.
“The proposal would result in the generation of additional traffic on a laneway that is substandard in width and alignment and lacks adequate facilities for pedestrians and vulnerable road users.
“It would therefore endanger public safety by reason of a traffic hazard.”
