City Council says ‘no’ to plans for Chapelizod apartments

PLANS for an apartment block at the site of a protected structure in Chapelizod have been refused permission by Dublin City Council.
The proposal for a five-storey apartment block with 23 units by Infield Developments, led to mass objections in the community.

Over 20 objections were lodged to the city council by local residents, St Laurence National School, St Laurence’s church and the Chapelizod Heritage Society.
The majority of the concerns are focused around traffic and access, with St Laurence’s church stating in their submission, that an increase in the volume of traffic “will entirely destroy” the area.
Along with other residents’ objections, St Laurence NS feel the proposal “excessive” and that it is too close to the school building and will “impact school life negatively.”
In making their decision to refuse the application, city planners regarded the “substandard width of Church Lane, which cannot accommodate two-way vehicular traffic and pedestrian movement simultaneously.”
They also referred to the existing junction with Martin’s Row and the extent to which traffic on Church Lane would be “intensified”.
“It is considered that the proposed development would give rise to serious conflicts between vehicles and pedestrians and would, therefore, endanger public safety by reasons of a traffic hazard.”
The plans contained proposals for the demolition of structures on site, including a day centre, a workshop, and the restoration of Leitrim Lodge to its former use as a four-bed single occupancy residential dwelling with two car-parking spaces.
