
Decision appealed after council refuse permission for planning
AN APPEAL has been lodged against South Dublin County Council’s decision to refuse permission for the demolition of a commercial building on Ballymount Road to make way for a mixed-use building.
Alan and Monica Holmes submitted a planning application last October for the demolition of Paintworld – which is still trading – at 1-2 Ballymount Road Lower, Dublin 12.
The demolition is to facilitate the construction of two commercial units on ground floor level, and eight apartments consisting of two one-beds, three two-bed and three three-beds.
The apartments will all have private balconies and will be housed across four floors, with a communal roof garden being located on the fourth floor.
Provision of enclosed bin stores for the commercial and residential units are to be located at the rear of the building.
Five car parking spaces including one disabled car space are included.
Eight bicycle spaces are to be provided at the front of the building for the commercial units and ten bicycle spaces will be at the rear for the residential units.
On May 10, South Dublin County Council refused permission for the proposal as the density of the scheme had not been reduced at the council’s request.
The local authority also noted that the development could pose parking, access and traffic issues, and that the communal open space would not provide “adequate levels of daylight”.
On June 6, the Holmes’s submitted an appeal to An Bord Pleanála against the council’s decision, where they stated the development would “upgrade and expand” the retail offerings in the area.
They claimed the development would “positively contribute to the existing streetscape” and would provide “good quality accommodation”.
In terms of reducing the elevation of the property, the said this would be “practically challenging” as recesses would have “negatively impacted” on internal spaces and room sizes in the development.
A decision on the appeal has yet to be made by An Bord Pleanála.
