Developers appeal against Council for 181 apartments is unsuccessful

A DEVELOPER’S appeals against South Dublin County Council’s decision to refuse permission for their plans to develop 181 apartments at Dolcain House on Monastery Road in Clondalkin have been unsuccessful.
As previously reported in The Echo, Randalswood Holdings Ltd’s plans for the former SIAC office building were lodged in three separate planning applications in October 2019.

In total, the three applications proposed the construction of four apartment blocks, which would house 181 apartment units (135 one-bed, 40 two-bed and six three-bed).
The council refused planning permission for all three applications in December 2019, citing a number of concerns, including their view that if the development went ahead it would contain an over-provision of one-bed units and lead to unacceptable levels of traffic congestion.
Randalswood Holdings then lodged two planning appeals against the council’s decision to refuse permission for two of their three unsuccessful applications for planning permission.
The planning appeals gave detailed responses to each of the council’s reasons for refusing planning permission, and Randalswood made modifications to their plans.
They described the location as an “under-utilised site”, that it currently has an “untidy and dated appearance”, and that their proposed development will “further enhance and sustain the site’s future”.
An Bord Pleanála (ABP) upheld South Dublin County Council’s decision in both cases, and instructed that they were also refusing planning permission.
ABP refused permission for the plans on a number of grounds, such as the “over-provision of one-bedroom apartment units” and “the poor quality and layout” of the communal open spaces.
They added in their decision that the development would “result in a poor standard of residential amenity for future residents” and that it would be “contrary to the proper planning and sustainable development of the area”.
