
€710m housing and building council projects progressing
PLANS to delver €710m worth of housing through South Dublin County Council’s capital programme are progressing with initial large housing sites at different stages of their development.
At the recent full monthly meeting of South Dublin County Council, CEO Daniel McLoughlin gave an update on large-scale housing developments through the capital progress report.
The three-year rolling Capital Programme 2023-2025 is reflective of ongoing commitments, progress of approved projects and provisional commitments to new projects in planning.
The €1.142 billion programme of investment is targeted to support housing, economic development, climate action, quality of life and community wellbeing.
€710m is ringfenced for housing and building works, with €244m included in the expenditure for 2023, €260m included in 2024’s expenditure and €205m in 2025’s expenditure.
Planning permission for 372 affordable purchase homes and 125 social homes in Killinarden, a project that the council is working with Arden on, was approved in February.
Preparations are being made to break ground on the site by the summer, once a development agreement including potential to incorporate cost rental into the tenure mix is finalised.
Belgard Square North is set to start construction on site in May with the contractor appointment progressing. The council is targeting a summer 2025 completion date for this development.
In Kilcarbery, the development is progressing towards the third phase of construction with 78 social, 16 affordable purchase and 74 cost rental homes managed by Tuath Housing deliver in 2022.
103 social and 29 affordable purchase homes are projected for delivery in Kilcarbery this year, with a proposal for a social and affordable development at the nearby former proposed educational site set to go to an area committee meeting this month.
In the Clonburris Strategic Development Zone (SDZ), there is multiple phases of the development at various stages.
Phase One of the Clonburris SDZ with 266 social, affordable and cost rental homes in Kishogue is out to tender for construction works to issue over the summer.
Phase Two is labelled as the ‘canal extension’, targeting the construction of 116 social and affordable homes in the summer pending the appointment of a contractor from the final stage of its tender.
External design teams are currently being sought through a tender to deliver three further phases of the Clonburris SDZ, while 120 social homes are being earmarked for a part private partnership (PPP) site.
Meanwhile, in the final aspect of Mr McLoughlin’s capital programme report, he outlined that architects have been appointed to prepare a revised masterplan in Rathcoole – which is expected to hit the area committee meeting level this quarter.
