Plans for 56 apartments at former Blackhorse Inn pub are rejected

A PROPOSAL for an apartment complex at the site of the former Blackhorse Inn in Inchicore, has been rejected by Dublin City Council – who say it failed to adequately address flood risks.
Applicant Tom Kelly is seeking permission to demolish the now vacant Blackhorse Inn, a pair of semi-detached houses on Tyrconnell Road (229 and 231), and build 56 apartments in a seven-storey block, with a café on ground level.

In making the decision to reject the plans, Dublin City Council Drainage Division said they were “not satisfied that flood risks to adjoining properties have been properly addressed as part of the application.”
“Therefore the proposed development would constitute disorderly development,” said the city council planning authority.
“In addition, the proposed development may pose a risk to the water quality and biodiversity of the Camac River during construction which is contrary to Policy GI15 of the Dublin City Development Plan 2016-2022, which seeks to protect, maintain and enhance the natural and organic character of watercourses in the city. In this regard the proposed development is considered to be contrary to the proper planning and sustainable development of the area.”
Initial plans lodged last December included provision for 10 car parking spaces and 56 bicycle parking spaces.
Following concerns by the city council on the lack of car parking spaces, the applicant submitted revised plans increasing car parking to 17 spaces.
According to the plans, the developer allocated one car-parking space to be managed by GoCar for car club sharing, which can “represent the requirements for 10-14 car-parking spaces.”
