
Plans for 70 residential dwelling units get the green light at former GAA club pitches

PLANS for a 70-dwelling residential development on the site of a former Thomas Davis playing pitch in Kiltipper have been given the go-ahead by South Dublin County Council, reports Aideen O’Flaherty.
The GAA club sold the land to Ballymount Properties last year, for a figure believed to be within the region of €4 million.

Ballymount Properties lodged plans for the residential development, to consist of 70 dwelling units, with South Dublin County Council in October.
Two third-party objections were lodged in relation to the plans, with one being filed by Kiltipper resident Damien Byrne, and a second, separate objection being filed by Rathfarnham resident Oliver Fay.
Both third-party submission cited concerns about increased traffic congestion as a result of the development, and Mr Byrne’s submission also stated that the development would be “very intrusive” on the streetscape, and “a danger to public health” as heavy construction vehicles will be going to and from the site when nearby sports clubs will be active.
Ballymount Properties Ltd – which lists David Anthony Kennedy, with a registered address in the Channel Islands, and Patrick Kennedy, with a UK address, as its directors – were granted planning permission for the development this month.
The company’s application for planning permission outlines plans for the development to consist of 48 houses and 22 apartments.
It is proposed that there will be 36 two-storey, three-bed semi-detached houses, five three-storey, four-bed detached houses and seven three-storey, four-bed detached and semi-detached, face-on houses.
There are plans for the apartment units to be housed in three three-storey duplex buildings, to include 11 two-bed ground floor apartments and 11 three-bed apartments at first- and second-floor level.
The submission contains plans for vehicular and pedestrian access to the development to be provided from the Kiltipper Road, and there are provisions for 127 surface car-parking spaces.
There are provisions for all associated site and infrastructural works including foul and surface water drainage, landscaping and open space, bin and bike storage, bicycle parking, boundary walls, fences, roads and footpaths.
The subject site is approximately 2.39 hectares and is located to the east of Ellensborough Green and a private access road to Kiltipper Woods Care Home.
The council granted permission for the development with a number of conditions, including the stipulation that the applicant’s planned pedestrian and cycle links to be located along the western boundary of the site leading into private lands shall be omitted, with the existing hedgerows at that location to be maintained.
Plans for the development of six car parking spaces on the western boundary of the site, for the benefit of the Kiltipper Woods Care Home, are also to be omitted as part of the council’s conditions for granting planning permission.
