Plans to develop 130 apartments at Dolcain House

PLANS for the development of 130 apartments at Dolcain House on Monastery Road in Clondalkin will be the subject of an upcoming pre-planning consultation, reports Aideen O’Flaherty.

Developer Randalswood Holdings Ltd submitted the application for the pre-planning consultation to An Bord Pleanála this month.

Pre-planning consultations are held in advance of developers submitting planning applications for Strategic Housing Developments.

A decision on the consultation is due by August 5.

Dolcain House, which formerly housed SIAC offices, has been the subject of numerous planning applications by Randalswood Holdings.

The developer lodged three applications regarding the property in 2019.

In total, the applications proposed the construction of four apartment blocks, which would house 181 apartment units (135 one-bed, 40 two-bed and six three-bed).

South Dublin County Council refused planning permission for all three applications in December 2019, citing a number of concerns, including their view that if the development went ahead, it would contain an over-provision of one-bed units and lead to unacceptable levels of traffic congestion.

The developer then lodged appeals with An Bord Pleanála (ABP) against the council’s decisions, however the appeals board upheld the local authority’s decision to refuse permission.

ABP refused permission for the plans on a number of grounds, such as the “over-provision of one-bedroom apartment units” and “the poor quality and layout” of the communal open spaces.

They added in their decision that the development would “result in a poor standard of residential amenity for future residents” and that it would be “contrary to the proper planning and sustainable development of the area”.
