
Progress on St Edmunds site is ‘very poor’
PROGRESS on a Strategic Housing Development (SHD) has been “very poor” and is in the process of being taken in charge by South Dublin County Council after the developer entered receivership.
St Edmunds is a development consisting of apartments and houses located at St Loman’s Road in Palmerstown.
At the recent area committee meeting of Lucan, Palmerstown and North Clondalkin, Cllr Shane Moynihan asked the council to commence taking in charge of the northern section of Mount Andrew estate.
In response, the council outlined that the development in question called St Edmunds is located north of Mount Andrew and is “well progressed through the necessary checks for taking in charge”.
“The developer has worked well with the council in supplying all the necessary information to our TIC [Taking in Charge] team,” the council said.
Taking in charge is the formal legal process in which responsibility of certain public spaces, structures and services in a private residential development are transferred to, or put in charge of, a local authority.
“Progress on St Edmonds [sic] phase one has been very poor, with the developer of this phase to the east of phase two having gone into receivership and the site is currently owned by a commercial bank,” the council said.
“The drains, watermains and foul sewers of St Edmonds phase two all go into this eastern phase, and no checks or ‘as constructed’ information has been forwarded to SDCC on this phase.
“Irish water will not take the watermains and foul sewer of phase two in charge if it does not have the phase one checked and ‘Taken in Charge’.
“Also the roadway in phase one is in very poor condition and this road leads to phase two.
“Again, if there is no continuous link of public roadway, no further remote sections of roadway can be Taken in Charge.”
Progress on all phases of the St Edmund’s is reliant on the commercial bank owner of phase one progressing the “necessary remedial work” and “supplying quality reports necessary for the council to take all of St Edmonds in charge”.
Therefore, the council cannot commence taking in charge of phase two until phase one is taken in charge.
In 2020, An Bord Pleanála granted planning permission under the fast-track system for a third phase of St Edmund’s consisting of 252 homes, comprising 247 apartments and five houses.
