A dishevelled foal was found by the DSPCA in Ballyfermot on Monday, after they received reports from concerned residents that the animal was being whipped and chased by youths.

A spokesperson for the DSPCA said their inspectors were called out to rescue the young foal in Ballyfermot.

The spokesperson said: “It had been reported to us that this foal had been ridden by a 20-year-old man while being whipped and chased by three youths. The foal is approximately two months old and under veterinary care for his injuries.”

The incident sparked outrage online with many residents “disgusted” at the abuse, and others expressing concern that more animals will suffer with winter approaching.

It has re-ignited calls for a dedicated animal welfare unit, to act and enforce laws regarding the welfare of equines and other animals.

The DSPCA are appealing for witnesses to come forward “in strict confidence with any information concerning the identity of these youths.”

Residents are encouraged to report any incidents of animal abuse to the DSPCA, and to collect any evidence they can in safety, so that a successful prosecution can be achieved by authorities.

People can email inspectors@dspca.ie to report the incident.
