Primary health care unit to be converted to medical use

PERMISSION has been granted for Kilnamanagh Tymon Primary Care Centre to convert a retail unit to medical use at Junction House.

South Dublin County Council has given the greenlight for change of use permission at Kilnamanagh Tymon Primary Care Centre (KTPCC) on the corner of Airton Road and Greenhills Road in Tallaght.

KTPCC Development Company Limited sought change of use permission to part of the ground floor (98sq.m) at Junction, from retail to medical use.

Proposals also included changes to the ground floor elevation to include a new glazed screen and doors and signage to the existing facades.

The subject site is subject to land-use zoning objective REGEN, which is to “facilitate enterprise and/or residential-led development”.

In its assessment, the local planning authority found that the application “would intensify and extend an existing use on the site”, with the health care in operation since 2018.

A HSE Environmental Health Officer (EHO) conducted an assessment and recommended approval of the application, subject to conditions.

With this knowledge, the council requested that the developer pay particular attention to noise and air quality during the construction phase of the development when granting permission.

The planning authority granted permission on February 24, 2022 subject to three conditions – which include the aforementioned one as recommended by the EHO.

Maintaining consistency with the plans and details, and particulars around drainage and Irish Water were the other conditions.

As reported in The Echo in 2018, there were 120 staff based in the HSE Kilnamanagh and Tymon Primary Care Centre at that time.

The building was built in 2008 as an office development but due to recession remained unoccupied for eight years.

Planning permission was granted for a Primary Care Centre and works commenced in March 2017.

The Primary Care Centre became operational in May 2018 – the centre sees approximately 400 clients per day (pre-Covid-19 pandemic statistic).
