Student accommodation plans in Inchicore refused permission

PLANS for a student accommodation development in Inchicore containing space for 31 units, has been refused planning permission by Dublin City Council.

Applicant Derek Kelly, was seeking permission for a student development at Emmet Court, Goldenbridge, set to range in height from a newly built two- to three-storey building with communal facilities.

City planners considered the proposed development would result in substandard development due to its “small size and scale” and would be contrary to provision under the city development plan.

The city planner’s report cited a “gross lack of information” submitted with the application in relation to the proliferation of student accommodation in the area, and the day-to-day running and management of the scheme.

Concerns were expressed that the nature and scale of the proposed student accommodation does not reflect “high-quality, professionally managed, purpose-built, third-level student accommodation” and as such is not in accordance with the city Development Plan or with the proper planning and sustainable development of the area.

The proposed development would reduce the car parking spaces available to the existing 96 apartments at the site location from 87 to 76 spaces, but city planners said no details were provided

In making their decision to refuse the planning application, Dublin City Council said the proposed development would not result in a high-quality, professionally managed, purpose-built, third-level student accommodation.

They felt there was limited potential to achieve the “critical mass required or the desired internal configuration due to the restricted nature of the site.”
