ABP uphold council decision for 44-unit apartment block

SOUTH Dublin County Council’s decision to grant permission for a 44-unit apartment block on St John’s Road in Clondalkin has been upheld by An Bord Pleanála (ABP).
Paul Crowley lodged the plans, which attracted 15 third-party submissions, in October 2019.

Mr Crowley sought permission for the construction of a residential development consisting of the construction of a four- to six-storey building accommodating 44 apartments, comprised of 22 one-bedroom apartments and 22 two-bedroom apartments;
It was proposed that vehicular access to the proposed development would be via St John’s Road, and provision of 10 car parking spaces and 24 bicycle parking spaces, and ancillary services, all on a site of 0.31 hectares to the rear of St John’s Road with frontage onto Fonthill Road, is included in the plans.
The council granted permission for the development in June, and this decision was appealed by local resident Ciaran Duke.
Mr Duke lodged an appeal with ABP in July, outlining a number of concerns about the proposed development as grounds for the appeal.
These concerns included the view that Commons Road would be “inadequate” for the proposed development, and that car parking for the development would be “inadequate” and would result in additional parking and traffic on St John’s Road and adjoining estates.
The appellant also stated that the height and scope of the proposed development would “injure the existing property values and amenity”.
ABP upheld the council’s decision, when it ruled this month that the development “would not seriously injure the residential or visual amenities” of the area, and that it would be “acceptable in terms of traffic safety”.
