Planning for apartments on pub site declared invalid

A PLANNING application to develop apartments at a site in Inchicore, including the former Horse and Jockey Pub, has been declared invalid by Dublin City Council.

Wingthorpe Ltd, who list co-owner of the Horse and Jockey Ann McManus as one of their directors, submitted plans for a mixed-use development containing 19 apartments and a commercial/office at ground level.

The applicant sought to demolish the fire damaged former Horse and Jockey pub and two adjoining Emmet Road buildings, and develop apartments at the site, ranging in height from two to four storeys.

City planners deemed notices for the planning application did not comply with articles of the planning and development regulations, and state the description is insufficient for public information.

The applicant is requested to submit a new site notice, a new newspaper notice, and adequately describe works proposed in the drawings submitted with the application.

According to the plans, the correct fee on resubmission is €1,719 and must include €80 for a demolition certificate.

In 2014, plans by the Horse and Jockey owners to develop accommodation for 44 students at the site were rejected by DCC.

In 2005, 11 people were left homeless following a fire at the former Horse and Jockey building.

Authorities believe the blaze started in an unoccupied flat above the pub – destroying apartments and leaving all of the occupants homeless.

A more recent fire occurred at the building in 2016, during which nobody was injured.
