ABP uphold council’s decision to allow apartment blocks on Hayden’s Lane

AN BORD Pleanála has upheld South Dublin County Council’s decision to grant permission for the development of three apartment blocks on Hayden’s Lane in Adamstown, Lucan. 

The development by Jackie Greene Construction comprises three three- to five-storey blocks of 74 apartments.

They are composed of 20 one-beds, 48 two-beds and six three-beds, all with associated private balconies/terraces to the north/south/east/west elevations.

Vehicular and pedestrian access from Hayden’s Lane to the northwest of the site and closure of the second existing vehicular entrance.

The council granted permission for the development in July 2022, but shortly thereafter two appeals against this decision were lodged by local residents.

Jean Desmond, Michael Molloy and Martin Brabazon’s joint appeal stated that the “nature, scale and layout of the proposed development represents an inappropriate form of development.”

They stated it would create “an unacceptable impact on the existing residents and environment” and cited concerns about height, overlooking existing properties and traffic congestion.

An appeal lodged by residents of The Drive, Grange Manor in Lucan detailed concerns relating to density, parking, flood risks, and the dwelling mix in the scheme.

On March 7, An Bord Pleanála upheld the council’s decision as it ruled the development “would not seriously injure the residential amenities of the area or of property in the vicinity, would provide an acceptable standard of amenity for future residents and be acceptable in terms of traffic safety.”
