Build-to-rent schemes have dramatically increased

THE NUMBER of planning applications concerning sites in Tallaght have dramatically increased in recent years, with an uptake in build-to-rent schemes that are primarily going through a fast-track planning system with An Bord Pleanála.

If the plans are successful, an additional 1,417 families could be moving into newly developed houses or two- or three-bed apartments in the central Tallaght area.

Build-to-rent schemes are developments where residential units are built specifically to be rented, as opposed to being sold to individuals, and are usually owned by and sold to investors.

Recently introduced fast-track legislation means developers can apply to An Bord Pleanála for planning permission, following a pre-application consultation with South Dublin County Council.

The government brought the new fast-track legislation into effect last year in response to the housing crisis, and the legislation applies to ‘strategic housing developments’, which are large-scale housing developments.

There has been a sizeable increase in the number of large-scale housing developments in the locality in recent months, many of which are being processed through the fast-track system, and details about these developments are as follows.

June 2017: Developer Pyrmont Property Development lodge application with SDCC for the construction of 126 apartments on Second Avenue in Cookstown Industrial Estate.

February 2018: SDCC grants permission to Pyrmont for their Second Avenue development, with one of the conditions being scaling back the development to 107 units.

August 2018: Three community groups lodge an appeal against SDCC’s decision to grant permission for Second Avenue Development, ABP upholds the council’s decision to grant permission.

September 2018: Bartra Property submits a fast-track planning application with ABP for a 351-unit residential development on First Avenue.

December 2018: Contentious plans for an 81-unit older person’s housing scheme in Sean Walsh Park was passed by councillors in South Dublin County Council, with 25 in favour and 13 against.

December 2018: Marlet lodge a fast-track application with ABP for 438 apartments, a 403 bed-space student accommodation scheme and a new urban quarter at their Belgard Road site.

March 2019: Pyrmont lodge a fast-track planning application with ABP for another Second Avenue development, to consist of 196 residential units.

March 2019: Bartra lodge a second fast-track planning application with ABP concerning First Avenue, seeking permission for a 372-unit residential development, 150 of which are to be build-to-rent units.

April 2019: Power Scaffolding Supplies Ltd lodge a fast-track application with An Bord Pleanála for the development of 345 apartments at the former Cable and Wireless site on Airton Road.

May 2019: Steelworks Property Development Limited lodge a fast-track planning application with An Bord Pleanála for the development of 336 build-to-rent apartment units on Fourth Avenue in Cookstown Industrial Estate.
