Developer fees of over €260k sought from hotel

CITY planners are seeking over €260k in developer fees after granting permission proposals to the Aspect Hotel in Park West to almost double the number of bedrooms at their Nangor Road premises.

Plans submitted to Dublin City Council last year by the hotel’s owners Marblegate Limited, detail proposals for a seven-storey extension of 3,700 sq m to the existing hotel (6,837 sq m).

Marblegate are seeking permission to increase the bedroom size of the hotel from the current availability of 146 bedrooms to 224 bedrooms – the proposed extension consisting of 78 bedrooms, a new conference room, kitchen, and toilets.

In a covering letter, the hotel notes they have been working at capacity for a number of years and that the new extension will facilitate a “much-needed expansion.”

In the latest planning action, city planners have recommended the permission be granted subject to a number of conditions.

A key condition surrounds the applicant’s retention permission for part of the existing surface car park, which was permitted under a previous planning application.

According to a city planner’s report on January 7, the issue of a permanent solution for the car-parking for the hotel has not been adequately addressed.

The report states a hotel with 224 bedrooms should have a maximum of 75 car parking spaces under the city development plan.

Marblegate initially planned to include an additional 26 car parking spaces to the north of the hotel, which would bump the total number of car parking spaces to 111.

These 26 parking spaces has now been removed by the applicant, leaving 85 car parking spaces in total.

The planning report recommends permission be granted for the hotel extension and that a temporary permission be given for a surface car park for three years, pending the application for the subsequent redevelopment of the adjoining masterplan lands.

As past of this masterplan, a permanent solution for hotel parking is then to be provided to the city council.

The developer fee of €261,660 to the planning authority is in respect of public infrastructure and facilities benefitting development.
