Sixteen council apartments will be built at the Rossfield Avenue site where Stephen Hughes (12) lost his life due to a fire 24 years ago. The child was sleeping in a makeshift den he built with his friends by the shops besides the estate houses, which was set on fire by Ballyfermot man Dermot Griffin (54).
