Newcastle nursing home moves rejected by ABP

A NURSING home proposed for Aylmer Road in Newcastle has been refused after an appeal to An Bord Pleanála (ABP).

The proposal was originally rejected by South Dublin County Council, and would have seen a two-storey nursing home with 94 bedrooms constructed on the site.

Following the refusal of permission by the council, the applicant, Michael Bennett, made an appeal to An Bord Pleanála about the decision.

In his appeal, the applicant stated that the planning authority “exaggerated” the impact the development would have on a greenbelt located adjacent to the nursing home.

The appeal also said that the applicant disagrees with the decision that a single-storey building is more suited to the site, and that the proposed development complies with HIQA standards.

In its reasons for refusal, An Bord Pleanála said: “Having regardto the zoning of the site as RU, the objective of which is “to protect and improve rural amenity and to provide for the development of agriculture”, it is considered that the proposed development, which represents a use type which is listed as ‘not permitted’, would be contrary to this zoning and would, thereby, materially contravene an objective indicated in the South Dublin County development plan 2016-2022.

“The proposed development would, therefore, be contrary to the proper planning and sustainable development of the area.”
