Plans for 421 residential units at Cooldown Commons site

A STRATEGIC Housing Development application has been lodged with An Bord Pleanala for a nine-block development in Citywest, which seeks to house 421 units.

Located at Cooldown Commons and Fortunestown, the site lies adjacent to the Luas stop and across the road from the Citywest Shopping Centre.

The application has been lodged by Cairn Homes Ltd, which, as reported in The Echo, withdrew plans for a 429-unit apartment development on the site in April of this year.

Three months down the line and Cairn Homes has lodged another fast-track planning application for the site.

The current application seeks permission for the construction of a residential scheme comprising of 421 units, offices and three retail spaces all housed within nine blocks, ranging in height from one to 13 storeys.

The residential component includes 126 one-bed apartments, 267 two-bed apartments and 28 three-bed apartments.

The application also provides for two residential amenity areas, with the proposed development also providing public and communal open spaces throughout, including a public plaza adjoining the Fortunestown Luas stop.

Permission is also being sought for the provision of vehicular, pedestrian and cyclist access to the site, including a pedestrian bridge to the public park, currently under construction to the east.

Plans include proposals for 287 car and 650 cycle parking spaces.

According to the application lodged, the proposed SHD seeks to amend a previous SHD granted permission, and which is under construction to the west of the site – replacing 32 permitted duplex apartments.

The current proposal also replaces previous permission granted for the site back in 2017 to Cedarvale Commercial Ltd for a mixed-use development of 129 units, including six detached houses, 52 terraced houses, 47 duplex units, 24 apartments, shops and a creche.

The SHD is currently with ABP, with a decision due by August 12.

The closing date for submissions to ABP is 5.30pm on July 22, 2021.
