Plans to transform 178 hectares of prime land for urban development

A PROPOSAL to transform 178 hectares of prime brownfield land in the Ballymount/Naas Road area, for urban development, was put forward to members for consideration at the South Dublin County Council monthly meeting.
The lands are located within the areas of Fox and Geese, Bluebell, Ballymount, Red Cow, Gallanstown and Drimnagh.

SDCC hope to facilitate the regeneration of the area to provide for a more “intensive mix of enterprise and/or residential led development” in accordance with the National Planning Framework.
SDCC Chief Executive Daniel McLoughlin presented the outcome of a consultation programme on a proposed variation of the county development plan 2016-2022, at Monday’s meeting.
The variation seeks to amend zoning objective at the lands from EE (Enterprise and Employment) to objective REGEN (Regeneration).
According to the report, the subject lands have “significant locational and infrastructural advantages over other lands in Dublin, including access to high quality public transport, services and proximity to the city centre.”
In the context of objectives of the NPF and the Draft Regional Spatial and Economic Strategy (RSES), the area is considered to be a key regional transformation opportunity to support the compact development of Dublin.
Planners wish to integrate the site with public transport including the Luas Red line, the Bus Connects radial Spine ‘D’ and Southern Orbital route S4.
Financial assistance for the redevelopment will be approved under the Urban Regeneration Development Fund (URDF) and in conjunction with Dublin City Council, which will support a series of studies to inform the future spatial planning of the area.
The plans will include the preparation of a masterplan in 2019 with a view to preparing a local area plan or regeneration at Walkinstown zoned lands.
