1,137 residential units and hotel planned for Walkinstown

PLANS for a massive development of 1,137 residential units and a hotel in Walkinstown have been submitted to Dublin City Council.

Cork firm O’Flynn Construction Co. Unlimited Company are applying for a 10-year planning permission for development at the site, located between Long Mile Road and Naas Road.

The plans contain proposals for the construction of 13 blocks, including a 148-bed hotel and provision for build to rent units.

Blocks A-L range in height from 4-15 storeys at a 6.921 hectare site to the east of Walkinstown Avenue at the junction of Walkinstown Avenue and Naas Road.

The application area includes part of the ‘Nissan Site’ (6.429 hectares) and 0.492 hectares to accommodate works to facilitate connections to municipal services and works proposed to public roads.

According to the plans, the development will consist of the demolition of all existing vehicle trade buildings on site (8,015.66 sq.m).

Overall, there is provision for 853 car parking spaces, including 49 at surface level and a total of 2,514 bicycle parking spaces.

Construction of three separate basements with cumulative gross floor area of 37,240.54 sq.m is incorporated in the plans.

The ‘West Basement’ located under Blocks A, B, C, D and E contains 411 car parking spaces, 17 disabled parking spaces, 15 car-club spaces, and 15 motorcycle spaces.

 The ‘North Basement’ is located under Blocks F, G K, H1 and contains 97 car parking spaces, including eight disabled parking spaces, three car-club spaces, and four motorcycle spaces.

A ‘South Basement’ located under Blocks H2, J, I and L contains 296 car parking spaces, including 19 disabled parking spaces, seven car-club spaces and 15 motorcycle spaces.

The proposed hotel has an upper height of 15-storeys.

 Blocks C and L are dedicated Build to Rent.

The eight storey Block C comprises 42 studio apartments, 67 1-bed (2 person) units and 54 2-bed (4 person).

Block L comprises 25 studio apartments, 49 1-bed units, 56 2-bed units and six 3-bedroom (5 person) units.

Both blocks contain proposals for tenant facilities and amenities incorporating manager’s office, gym, business centre, conference/meeting rooms, café, resident lounges, library, games room, cinema room, community room and chef’s kitchen.

A public space ‘Barnewall Square’ is proposed to the north west of the site, along with a public biodiversity park in the centre of the scheme and a public pocket park including older children’s play area.

Mixed use plans for the development also include office accommodation at ground level, a primary healthcare centre at ground floor level in Block C, a childcare facility in Block D at ground floor level, and a gym.

Primary vehicular access will be via Walkinstown Avenue with a secondary vehicular access on the Naas Road.

O’Flynn’s are seeking road upgrade works to Walkinstown Avenue to facilitate improved vehicular, cycle and pedestrian access, including a loading bay to facilitate deliveries.

Plans also contain the construction of 11 single storey ESB sub-station and LV rooms, erection of a new 12m high T63A 38kV cable to line pylon and undergrounding of a section of the existing Inchicore Ballymount 38kV overhead line which traverses the site.

In December 2017, O’Flynn Construction and O’Flynn Capital Partners re-branded under the O’Flynn Group.

The group identifies sites with the greatest potential in strategic locations across Ireland and the UK. In some cases, they develop and build the sites, or in other cases, with joint venture partnerships.

The plans were submitted to Dublin City Council on Aug 21, they have yet to make a decision on the application.
