Council request noise impact assessment on HSE plans

SOUTH Dublin County Council is “not satisfied” that an applicant seeking planning permission for the change of use of the Glen Abbey Complex in Belgard claims there is no need for a noise impact assessment.

The Health Service Executive is seeking permission for the refurbishment and extension of the three-storey Glen Abbey Complex and for it to be changed into a National Ambulance Service facility.

The proposal includes the demolition of a staircase and boiler room and the removal of an external stair-core, entrance ramp and steps to the north of the building.

The provision of lateral and vertical extensions at ground, first and second floor levels, principally comprising a single-storey, two-bay ambulance garage, is included.

Provision of an external canopy to shelter 14 emergency vehicles, and the provision of a power washing station towards the south-western corner of the site form part of the application.

Ancillary staff car-parking, cycle parking, revised elevational treatments, boundary treatments, hard and soft landscaping, and all associated works above and below ground are included.

On January 6, South Dublin County Council requested that the HSE submit additional information on a number of points before its planning application can be progressed.

One of the requested documents is a noise impact assessment, which wasn’t submitted in the original planning application as the HSE believed it was not required to do so.

“The Planning Authority is not satisfied with the applicant’s conclusion that the nature of the proposed use precludes any requirement for an assessment of potential noise impact from the ambulance sirens,” stated the council.

“In the interest of the proper planning and sustainable development of any area it is critical to ensure that uses are not permitted that might conflict with existing and permitted uses in any given area.

“In this regard, the applicant is requested to submit a noise impact assessment for the operation of the facility, specifically assessing the likely noise associated with traffic movements throughout the day and night at the site.

“It should be clarified at what point/location will sirens be switched on when exiting the site.”

The council has also requested the submission of a revised layout showing the site’s vehicular access point, a detailed landscape design, and a report showing surface water attenuation calculations.

The applicant has six months from the date of the council’s decision to submit the requested additional information.
