Landmark Floraville Cottage decision overturned by ABP

THE decicion to refuse permission for the demolition of Floraville Cottage Clondalkin and for the development of an apartment block in its place has been overturned after an appeal to An Bord Pleanala.

As reported in The Echo, there is a connection between Floraville Cottage and James Joyce’s Ulysses, with it, according to Peter Ging from Clondalkin Historical Society, serving as inspiration for where Molly Bloom’s father, Major Powell, came from.

Permission has been granted for the demolition of Floraville Cottage

The contentious plans to construct a three-storey apartment block with four one-bedroom and six two-bedroom apartments were first refused by South Dublin County Council in February.

The grounds of refusal included the lack of proposed usable open space at ground-floor level of the development.

They also stated that the development would give rise to “a substandard design response”, that would “adversely impact on the visual amenity of the application site and character of the wider area”.

That decision has now been reversed after applicant Chimway Limited lodged an appeal to An Bord Pleanala (ABP).

In the decision to grant permission, ABP set out a list of conditions which include the submission of materials, colours and textures of all external finishes to the planning authority.

A layout of car and bicycle parking along with details of public lighting through pedestrian spaces, service cables being housed underground and development works being carried out on-site must be submitted to the planning authority,

The retention of an existing stone wall running along the northern boundary of the site adjacent to Monastery Road was also included in the conditions set out by ABP.

There were 14 submissions received by the council in relation to the development during the public consultation phase, with Castle Park Residents’ Association deeming the cottage as a “landmark building”.

The resident’s also stated that due to it’s location, the Floraville serves as part of “a historic entry and exit into Clondalkin Village”.

ABP granted permission for the demolition of Floraville Cottage and development of an apartment block containing 10-units on June 15.
