Plans submitted for Rowlagh Primary Health Care Centre

PLANS for the construction of a HSE Primary Care Centre in Rowlagh have been submitted to South Dublin County Council, after a local TD chided the HSE last February for the ongoing delays in the development of the facility.

The HSE submitted plans a fortnight ago for the construction of the two-storey building and a single-storey ‘multi-functional space’ on the grounds of Collinstown Park Community College in Clondalkin.

It is proposed that the development will have a total floor area of 2,941.4 sq m, with 84 surface car parking spaces, 26 bicycle parking spaces, and a new vehicular and a new pedestrian access from Collinstown Road.

Plans for alterations to the pedestrian access from Neilstown Drive, so as to serve the Primary Care Centre rather than the college as at present, are also included in the application.

The HSE included provisions for a rooftop plant in a screened plant enclosure, boundary railings, gates and walls, new landscaping works and associated site works in their application.

Last February, Fianna Fáil TD for Dublin Mid-West, John Curran, criticised the delays in the development of the primary care centre and told The Echo: “In November 2015 I was informed by the HSE that an agreement was reached with the Department of Education in relation to the transfer of the site for the development of this facility; that the preliminary design stage of the development was complete and that the public consultation process was also complete.

“I was informed that the HSE intended to apply for planning permission in early 2016.

“It is now February 2018 and the HSE has failed to submit an application for planning for this development for over two years now.

“I cannot understand what the delay is in progressing this project.”

A decision on the HSE’s application has not yet been made by South Dublin County Council.
