Plans to construct accommodation for 40 students at former Horse and Jockey pub

PLANS to refurbish the fire damaged Horse and Jockey building in Inchicore and build accommodation for 40 students - have been lodged with Dublin City Council.

The plans have been lodged by Paddy and Ann McManus, who bought the site in 1998.

In 2014, the McManus’s failed in their attempt to get planning permission to demolish and refurbish the building and construct a mixed use development over five storeys with accommodation for 44 students.

Council planners deemed the proposed development would “overbear upon residences in the vicinity” and the scale would be “inconsistent with the established character of the area.”

Up to 200 residents living near the site, submitted their approval for the plans, in the belief that the development would improve the area.

A number of objections were lodged, including Fine Gael TD for Dublin South Central Catherine Byrne, Carrickmines based Architectural Construction Technology, and by a number of residents.

They cited objections including the height of the project, and a lack of provision for social housing in the plans – an issue council planners also mentioned in their report.

The McManus’s cited a lack of suitable student accommodation in the city as a motivation for the project – which included a replacement bar and lounge.

In May 2005, 11 people were left homeless following a fire, that destroyed the pub and building on Emmet Road.
Authorities believe the fire started in an unoccupied flat above the pub – destroying apartments and leaving all of the occupants homeless.

In the latest plans submitted to the council on January 19, the applicants are seeking the demolition of the Horse and Jockey and adjacent building (109 and 111 Emmet Road) and the construction of a three storey mixed use development comprising accommodation for 40 students.

Student accommodation contains proposals for shared kitchen/living/dining units on three storeys, with bicycle store and outdoor recreational area.

A decision has yet to be made on the plans by Dublin City Council.
