473 dwellings planned for Citywest green site

PROPOSALS for 473 dwellings, a crèche and community pavilion on a site across from the Citywest Shopping Centre is at pre-application consultation stage with An Bord Pleanala.

Submitted by Glenveagh Homes Limited, the proposal has been submitted to ABP through the fast track system for Strategic Housing Developments (SHD).

Before a SHD application can be submitted, the prospective applicant must engage in a mandatory pre-application consultation stage with ABP and the relevant local authority, in this case South Dublin County Council.

The 473 dwellings (96 houses, 353 apartments and 24 duplexes), crèche and community pavilion at the junction of Citywest Road and Magna Drive is currently at this stage, which takes nine weeks to complete.

After the nine weeks, ABP will form an opinion on whether the documents submitted constitute a reasonable basis for an application or is further consideration or amendment required.

In February of this year, a separate pre-application for 488 apartments on Fortunestown Lane was considered to be a “reasonable” application by ABP.

The prospective applicant Greenacre Residential DAC now has the option to submit an application under the SHD fast track system.

To date, an application has not yet been submitted to ABP for the 488-unit development.

If an application is submitted after the pre-application consultation stage, the normal process kicks in with newspaper and site notices being placed.

As part of the new fast track legislation, a dedicated website detailing the proposed development must also go live when an application is submitted.

In April 2018, Greenacre Residential, which is a joint venture between NAMA and Harcourt Developments, was granted permission for 526 residential units at Fortunestown Lane and Garter Lane in Saggart.

 The permission was granted, with conditions, by ABP through the new fast track planning facility.

The development will consist of 459 houses and 67 apartments at a site adjacent to the Red Line Luas.
