Green light for Lucan GP clinic
SOUTH Dublin County Council has authorised planning permission for the change of use of a former solicitor’s office for the development of a doctor’s surgery in Lucan.
The subject site, located on the southern side of the Lucan Road, is currently used as a solicitor’s office and contains a detached red-brick bungalow building with a fully hipped roof profile and a front pitched dormer with an adjoining vehicle garage.
Vehicular access and off-street parking serve the site to the front, and a green space is located to the front and the rear of the site.
The works appear to be primarily internal fit-out works, as there does not appear to be any structural changes to internal walls and doors and no proposed changes to the external elevations of the building.
It is noted that the application has not proposed any access or parking changes from the nine car parking spaces permitted under previous planning permission.
SDCC granted permission for the development, concluding that it would not seriously injure the amenities of the area or of property in the vicinity and would, therefore, be in accordance with the proper planning and sustainable development of the area.
Upon this decision, the applicant has been directed to adhere to conditions set out in the Chief Executive’s Report to ensure the development is in accordance with submitted plans and details.
Permission was granted on the condition that the development is constructed in accordance with submitted plans and details.
Details relating to final signage must also be submitted in order to “protect the amenities of the area and in the interests of the proper planning and sustainable development of the area.”
Plans regarding how waste will be disposed of, stored and collected are also necessary, as well as details of hours of operation, which must be submitted by the applicant, owner or developer to ensure that the development shall be in accordance with the permission and that effective control is maintained.
Finally, the provision of short-term and long-term bicycle parking has been ordered by SDCC in line with the provisions of the Development Plan 2022-2028 and the Cycle Design Manual 2026, to protect the amenities of the area and to ensure adequate bicycle parking provision.
The application does not detail the proposed number of practitioners and support staff, but the proposed floor plans include three consultation rooms and ancillary rooms. This is considered to be “sufficient information” to assess the scale of the proposed doctor’s surgery.
The development is located on the Lucan Road, which is within close proximity to the centre of Lucan and is well served by public transport, with several buses serving the stop directly adjacent to the site.
The Chief Executive’s Report notes that no third-party submissions were received.
