New apartment plans for Black Horse Inn site

AN ALMOST identical planning application for a previously refused apartment development in Inchicore, has been submitted to Dublin City Council.
Lucan-based company Alanna Homes Ltd, is seeking permission to build 56 apartments on the site of the former Black Horse Inn – which closed its doors to the public in 2018.

The plans are almost identical to that of a failed bid last year by Tom Kelly for 56 apartments at the site – rejected by the city council on the grounds it did not adequately address flood risks.
The subject site is located beside the Grand Canal and the Blackhorse Luas Red Line stop.
Documents for the Alanna Homes application have yet to be made public, but the proposal itself mirrors that of Mr Kelly.
It consists of the demolition of The Blackhorse Inn public house and an adjoining pair of semi-detached houses at 229 and 231 Tyrconnell Road, and construction of a 3- to 7-storey building, accommodating 56 apartments (37 one-bed and 19 two-bed).
Plans also make provision for a ground-floor café with associated outdoor terrace.
Vehicular access to the development will be from Tyrconnell Road, with a proposed car-lift to the underground car park which accommodates 13 car-parking spaces and 56 bicycle-parking spaces.
At surface level, there is provision for four car-parking spaces and 22 bicycle-parking spaces.
During the previous planning application by Mr Kelly, a number of objections were lodged with the city council, including local TD Joan Collins, who noted the car-parking provision was “far too little for a development of that scale.”
While Deputy Collins welcomed development at the site, she raised concerns over traffic at the busy Luas/Naas Road junction, and recent flooding of the Camac river and Grand Canal.
She also felt the demolition of two habitable buildings is a “retrograde step” and development plans should be more in keeping with the area.
