Oldcourt to Bohernabreena main street link plans appealed

A THIRD-PARTY appeal has been lodged with An Bord Pleanala against South Dublin County Council’s decision to grant permission for the construction of a main link street at lands in Oldcourt and Bohernabreena last month.

HWBC Allsop and Capami Ltd submitted an application for planning permission last February, containing plans for the construction of a main link street as shown in the Ballycullen - Oldcourt Local Area Plan 2014.

It was proposed that the street would also have access onto the Oldcourt Road at Gunny Hill to the east, and to Bohernabreena Road to the west.

Plans for the link street to consist of a seven-metre-wide carriageway, to include footpaths, cycle paths, bus bays, traffic calming measures, public lighting and tree planted grass margins were included in the application.

It was proposed that the street would provide access and connections to lands designated for residential development in the Ballycullen – Oldcourt LAP.

Provisions for pipes and ducts to accommodate for future services, including surface water attenuation and other piped and wire services, were included in the submission.

It was proposed that the link street would be constructed in part over the existing twin watermains that traverse the site and will follow as far as possible the existing contours of 109 metres to the west and 107 metres to the east, with a mid-high point of 114 metres and a mid-low point of 104 metres.

There are plans for this to minimise cut and fill, and it will incorporate at grade pedestrian, vehicular and cycle junctions onto the Oldcourt and Bohernabreena Road.

The council granted permission for the development last month, and a third-party appeal against the council’s decision was lodged by two Bohernabreena residents.

The appellant lodged an appeal with ABP against the proposed development on a number of grounds.

These grounds include the appellant’s observation that the development would be “inconsistent with the proper planning and sustainable development”, and the potential for increased traffic congestion.

The appellant also claims that SDCC has “failed to properly assess the consequential traffic flows at affected junctions”, and that the adjoining road infrastructure is “incapable” of handling increased vehicular traffic.

A decision on the appeal has not yet been made by An Bord Pleanala.
