People availing of HAP will not lose place on housing list propose Fianna Fail

UNDER new legislation proposed by Fianna Fáil, people availing of Housing Assistant Payment (HAP) would not lose their place on South Dublin County Council’s housing list.

Currently, those on the list must forego their place if they receive HAP, which worries some individuals because of the risk of eviction if the landlord wants to sell the property.

If someone receiving HAP wants access to other social housing supports, such as local authority housing or housing provided by a housing association, they can apply to the local authority for a transfer.

If they apply for a transfer within two weeks of beginning HAP, any time spent on the housing list can be taken into account when the local authority considers the application.

John Lahart TD said: “Under HAP, people get a house but they don’t necessarily get a home and they certainly do not get a secure future for themselves or their children.

“All removing them from the housing list does is give the impression that numbers on the housing list are falling while in reality those in need of a secure home is rising.”

The proposed legislation would increase security for those seeking HAP by allowing them to remain on the social housing list.
