An Bord Pleanála upholds go ahead for 16 apartments

AN BORD Pleanála has upheld their decision to grant planning permission for the development of an apartment block in Kilmainham.
Covelo Developments Ltd received planning permission from Dublin City Council last year for 16 apartments on a site located to the rear and side of The Laurels, No. 54 Inchicore Road, Kilmainham.

Inchicore Road Resident’s Group lodged an appeal with the Board.
The group argued that the proposed development would undermine and adversely affect the character of Inchicore Road and Kilmainham Gaol (a national monument) Courthouse and congregational chapel, along with 19th century houses in the vicinity.
During the planning process, Irish Rail wrote to city planners, to ensure the integrity of the Dublin/Cork railway line remains intact.
Irish Rail said the Railway Safety Act places an “obligation on all persons carrying out any works on or near the railway to ensure that there is no increase in risk to the railway as a consequence of these works.”
They requested the applicant erect a 2.4m fence due to the proximity of the rail line, and maintain the security of the boundary.
They also requested no trees are planted along the boundary, nor cut down in the boundary, as they could block the vision of rail drivers, and their ability to see signs.
The plans were granted permission by the Board, as per amendments submitted by the applicant last June.
The revised proposal provides for 18 apartments in a four- storey block and house.
In upholding their decision, the Board said the proposal would be in accordance with proper planning and sustainable development of the area.
The conditions say the development shall comply with detailed requirements of Iarnród Eireann.
